Satoshi Qazi Muhammed d285d59108 sync: mirror deployed github repo (chains + sanitized bridge), keep GitLab CI
Make this monorepo's tracked tree identical to the deployed github repo
(github.com/pezkuwichain/pezkuwi-DKS): all RC/AH/People runtimes and framework
carry the mainnet fixes (incl. U128CurrencyToVote everywhere, so the staking
election stall cannot recur), and tools/usdt-bridge matches the current,
public-safe custody tooling (real config/deploy units gitignored, secret-file
locations and server IPs stripped, sanitized *.example templates committed).

Only exception to the mirror: GitLab-native CI is preserved (.gitlab-ci.yml and
.gitlab/), to be rebuilt to match the github CI pipeline in a follow-up.

# Heavy correctness jobs that compile the whole workspace (full test suite, clippy,
# benches, doc-tests). To keep the push/PR feedback loop fast, these do NOT run on
# every push — the every-push gate (compile + runtime build + try-runtime + security
# + quick-checks) lives in check.yml / quick-checks.yml / security.yml. This heavy
# suite runs nightly and on demand (e.g. before a release). They run on the dedicated
# self-hosted build runners and — for security on this public repo — never on
# pull requests from forks.

# pallet-revive (PolkaVM smart contracts) is a TESTNET-only feature. Its contract
# fixtures are compiled by a build script that uses a polkavm `.json` target spec
# which the polkavm-linker tooling has not yet updated for Rust 1.96's target-spec
# format. Skip that contract compilation in native CI builds (upstream-provided
# env switch). The runtime WASM build is unaffected (it cross-compiles and already
# skips fixtures). Tracked separately for a proper polkavm/Rust-1.96 fix.
