Relay Chain no longer has mint authority — teleport tracking set to None.
Asset Hub is now the canonical minter with MintLocation::Local tracking.

RC: LocalCheckAccount → TeleportTracking = None
AH: () → TeleportTracking = Some((CheckingAccount, MintLocation::Local))
