Enforce MaxEncodedLen impl for NposSolution (#11103)

* Fail if `MaxVoters` too small

* Fixing benchmarking test, better naming of error

* reverting accidental change

* use fully qualified syntax
no need to interate to calculate len

* Fail directly if too many voters
