Cleanup XCMP QueueConfigData (#2142)

Removes obsolete fields from the `QueueConfigData` structure. For the
remaining fields, if they use the old defaults, we replace them with the
new defaults.

Resolves: https://github.com/paritytech/polkadot-sdk/issues/1795
