[testnets][xcm-emulator] add bridge-hub-westend and hook it up to emulator (#2204)

`bridge-hub-westend-runtime` was added to cumulus/parachains, but wasn't
hooked up to xcm-emulator to run tests against it.

This commit addresses that ^.
