Move CODE directly into TestExternalities (#1682)

* Move `CODE` directly into `TestExternalities`

This change allows tests to modify CODE in storage.

* Update more hashes

* Test

* Move `code` back into a field of `TestExternalities`

* Update wasm after master merge
