Move pallet-bridge-dispatch types to primitives (#948)

* message dispatch support multiple instances

* Move pallet-bridge-dispatch types to primitives

* remove pallet-bridge-dispatch dependency

* Update cargo.lock (remove pallet-bridge-dispatch in substrate-relay)

* remove extra dependencies
