[FRAME] Introduce force_adjust_total_issuance (#3001)

Add `Balances::force_adjust_total_issuance` as preparation for fixing
https://github.com/polkadot-fellows/runtimes/issues/147.
Important changes in `substrate/frame/balances/src/lib.rs`.

TODO:
