BlockId removal: refactor: StorageProvider (#6160)

* BlockId removal: refactor: StorageProvider

It changes the arguments of `Backend::StorageProvider` trait from:
block: `BlockId<Block>` to: hash: `&Block::Hash`

* Update node/client/src/lib.rs
