Offchain execution extensions (#4145)

* Pass Extensions instead of individual objects.

* Move TransactionPool to a separate ExternalitiesExtension.

* Fix compilation.?

* Clean up.

* Refactor testing utilities.

* Add docs, fix tests.

* Fix doctest.

* Fix formatting and add some logs.

* Remove unused files.
