Add Storage to PolkadotXcm for People Chains (#2959)

Browse Source 
After People Rococo deployment, we noticed that `safeXcmVersion` wasn't
initialised.

I think it is due to `Storage` missing in the pallet's declaration. This
PR should fix it.
