Make transactional attribute less scope dependent (#7112)

* Make `transactional` attribute less scope dependent

The old implementation expected that `frame-support` wasn't imported
under a different name. Besides that the pr removes some whitespaces.

* Update frame/support/procedural/src/lib.rs
