BlockId removal: refactor: HeaderBackend::status (#12981)

It changes the arguments of `HeaderBackend::status` method from: `BlockId<Block>` to: `Block::Hash`

This PR is part of BlockId::Number refactoring analysis (paritytech/substrate#11292)
