Rename *-private-ipv4 to *-private-ip CLI args (#13208)

* Rename `*-private-ipv4` to `*-private-ip` CLI args

Renames the `*-private-ipv4` to `*-private-ip` in the CLI interface. The old names are staying as
alias, thus it will not break for anyone. Besides that it also fixes the naming in the rest of the code.
