Fix folder names in primitives (#4358)
* sr-arithmetic -> arithmetic * sr-sandbox -> sandbox * primitives/sr-staking-primitives -> primitives/staking * primitives/sr-version -> primitives/version * primitives/block-builder/runtime-api -> primitives/block-builder
