cumulus test runtime: remove GenesisExt ( #2147 )

This PR removes the `GenesisExt` wrapper over the `GenesisRuntimeConfig`
in `cumulus-test-service`. Initialization of values that were performed
by `GenesisExt::BuildStorage` was moved into `test_pallet` genesis.
