Working towards migrating the `parity-bridges-common` repo inside
`polkadot-sdk`. This PR upgrades some dependencies in order to align
them with the versions used in `parity-bridges-common`

https://github.com/paritytech/parity-bridges-common/issues/2538
derive-syn-parse v0.2.0 came out recently which (finally) adds support
for syn 2x.
Upgrading to this will remove many of the places where syn 1x was still
compiling alongside syn 2x in the polkadot-sdk workspace.
This also upgrades `docify` to 0.2.8 which is the version that upgrades
derive-syn-pasre to 0.2.0.
Additionally, this consolidates the `docify` versions in the repo to all
use the latest, and in one case upgrades to the 0.2x syntax where 0.1.x
was still being used.

We currently use a bit of a hack in `.cargo/config` to make sure that
clippy isn't too annoying by specifying the list of lints.
There is now a stable way to define lints for a workspace. The only down
side is that every crate seems to have to opt into this so there's a
*few* files modified in this PR.

Using taplo, fixes all our broken and inconsistent toml formatting and
adds CI to keep them tidy.
If people want we can customise the format rules as described here

@ggwpez, I suggest zepter is used only for checking features are
propagated, and leave formatting for taplo to avoid duplicate work and
conflicts.

Updates `docify` to 0.2.6, which fixes a bug that was preventing nesting
`#[docify::export]` within sub-items of items that already have
`#[docify::export]` attached to them from working properly.

Updates `docify` to 0.2.5, which fixes some indentation bugs and adds
the new `#[docify::export_content]` attribute which can be used like
regular `#[docify::export]` but will only export the _underlying
contents_ of the item it is attached to, if applicable (otherwise it
just behaves exactly like `#[docify::export]`).

The `xcm` crate was renamed to `staging-xcm` to be able to publish it to
crates.io as someone as squatted `xcm`. The problem with this rename is
that the `TypeInfo` includes the crate name which ultimately lands in
the metadata. The metadata is consumed by downstream users like
`polkadot-js` or people building on top of `polkadot-js`. These people
are using the entire `path` to find the type in the type registry. Thus,
their code would break as the type path would now be [`staging_xcm`,
`VersionedXcm`] instead of [`xcm`, `VersionedXcm`]. This pull request
fixes this by renaming the path segment `staging_xcm` to `xcm`.
