The measured part is reported by the Proof recorder and linear regressed over all components at once. The estimated part is calculated as worst-case by using the max PoV size per storage access and calculating one linear regress per component. This gives each component a (possibly) independent PoV. For now the measured size will always be lower than the PoV on Polkadot since it is measured on an empty snapshot. The measured part is therefor only used as diagnostic for debugging. * construct_runtime: Fix generation of types behind features With the recent addition of supporting features in `construct_runtime!` there was a bug overseen. The `AllPalletsWithSystem` etc type declarations would be declared twice when a certain was enabled. The problem was that in the macro we didn't feature gate the types that should be declared when there is no feature enabled. This pull request now takes care of feature gating this type behind `all(#( not(feature) ))`. So, these types will only be enabled if no of the configured features is enabled. * Fix tests * FMT |

This rewrites the `generate_storage_alias!` declarative macro as proc-macro attribute. While doing
this the name is changed to `storage_alias`. The prefix can now also be the name of a pallet. This
makes storage aliases work in migrations for all kind of chains and not just for the ones that use
predefined prefixes.
