Squirrel be8e626806 Set clippy lints in workspace (requires rust 1.74) (#2390)
We currently use a bit of a hack in `.cargo/config` to make sure that
clippy isn't too annoying by specifying the list of lints.

There is now a stable way to define lints for a workspace. The only down
side is that every crate seems to have to opt into this so there's a
*few* files modified in this PR.

Dependencies:

- [x] PR that upgrades CI to use rust 1.74 is merged.

Bastian Köcher aa4754e30a contracts-fixtures: Do not assume that rustup is installed (#2586)
The build script was assuming that `rustup` is installed, which breaks
the build on systems that do not use `rustup`. This pull request just
fixes it by not panicking on the call to `rustup`.

Liam Aharon 4a293bc5a2 Enforce consistent and correct toml formatting (#2518)
Using taplo, fixes all our broken and inconsistent toml formatting and
adds CI to keep them tidy.

If people want we can customise the format rules as described here
https://taplo.tamasfe.dev/configuration/formatter-options.html

@ggwpez, I suggest zepter is used only for checking features are
propagated, and leave formatting for taplo to avoid duplicate work and
conflicts.

- [x] Use `exclude = [...]` syntax in taplo file to ignore zombienet
tests instead of deleting the dir

PG Herveou 2135fa872b Contracts: use compiled rust tests (#2347)
see #2189

This PR does the following:
- Bring the user api functions into a new pallet-contracts-uapi (They
are currently defined in ink!
[here])(https://github.com/paritytech/ink/blob/master/crates/env/src/engine/on_chain/ext.rs)
- Add older api versions and unstable to the user api trait.
- Remove pallet-contracts-primitives and bring the types it defined in
uapi / pallet-contracts
- Add the infrastructure to build fixtures from Rust files and test it
works by replacing `dummy.wat` and `call.wat`
- Move all the doc from wasm/runtime.rs to pallet-contracts-uapi.

This will be done in a follow up:
- convert the rest of the test from .wat to rust
- bring risc-v uapi up to date with wasm
- finalize the uapi host fns, making sure everything is codegen from the
source host fns in pallet-contracts

Aaro Altonen e71c484d5b Rework the event system of sc-network (#1370)
This commit introduces a new concept called `NotificationService` which
allows Polkadot protocols to communicate with the underlying
notification protocol implementation directly, without routing events
through `NetworkWorker`. This implies that each protocol has its own
service which it uses to communicate with remote peers and that each
`NotificationService` is unique with respect to the underlying
notification protocol, meaning `NotificationService` for the transaction
protocol can only be used to send and receive transaction-related
notifications.

The `NotificationService` concept introduces two additional benefits:
  * allow protocols to start using custom handshakes
  * allow protocols to accept/reject inbound peers

Previously the validation of inbound connections was solely the
responsibility of `ProtocolController`. This caused issues with light
peers and `SyncingEngine` as `ProtocolController` would accept more
peers than `SyncingEngine` could accept which caused peers to have
differing views of their own states. `SyncingEngine` would reject excess
peers but these rejections were not properly communicated to those peers
causing them to assume that they were accepted.

With `NotificationService`, the local handshake is not sent to remote
peer if peer is rejected which allows it to detect that it was rejected.

This commit also deprecates the use of `NetworkEventStream` for all
notification-related events and going forward only DHT events are
provided through `NetworkEventStream`. If protocols wish to follow each
other's events, they must introduce additional abtractions, as is done
for GRANDPA and transactions protocols by following the syncing protocol
through `SyncEventStream`.

PG Herveou f517900a48 Contracts expose pallet-xcm (#1248)
This PR introduces:
- XCM  host functions `xcm_send`, `xcm_execute`
- An Xcm trait into the config. that proxy these functions to to
`pallet_xcm`, or disable their usage by using `()`.
- A mock_network and xcm_test files to test the newly added xcm-related
functions.

Alexander Theißen c879d1d582 contracts: Run start function (#1367)
Fixes #116 

Start function wasn't allowed in a contract. Now it is allowed and is
being run.

It was disallowed because it is not used by Rust and supporting it made
the code more complex. However, not running the start function violates
the wasm standard. This makes life harder for some languages (see linked
ticket).

Alexander Theißen c3ca78fae3 contracts: Add salt argument to contract instantiation (#7482)
* pallet-contracts: Fix seal_restore_to to output proper module errors

Those errors where part of the decl_error for some time but where
never actually returned. This allows proper debugging of failed
restorations. Previously, any error did return the misleading
`ContractTrapped`.

* Bind UncheckedFrom<T::Hash> + AsRef<[u8]> everywhere

This allows us to make assumptions about the AccoutId
that are necessary for testing and in order to benchmark
the module properly.

This also groups free standing functions into inherent functions
in order to minimize the places where the new bounds need to
be specified.

* Rework contract address determination

* Do not allow override by runtime author
* Instantiate gained a new parameter "salt"

This change is done now in expecation of the upcoming code rent
which needs to change the instantiation dispatchable and
host function anyways.

The situation in where we have only something that is like CREATE2
makes it impossible for UIs to help the user to create an arbitrary
amount of instantiations from the same code.

With this change we have the same functionality as ethereum with
a CREATE and CREATE2 instantation semantic.

This OK because those costs are not related to actual contract
execution. Those costs (instruction costs, ext_* costs) will
be benchmarked seperatly and entered into the default Schedule.
