collation-generation + collator-protocol: collate on multiple assigned cores (#3795)
This works only for collators that implement the `collator_fn` allowing `collation-generation` subsystem to pull collations triggered on new heads. Also enables `request_v2::CollationFetchingResponse::CollationWithParentHeadData` for test adder/undying collators. Expose ClaimQueue via a runtime api and use it in collation-generation (#3580)

collator protocol changes for elastic scaling (validator side) (#3302)
Fixes #3128. This introduces a new variant for the collation response from the collator that includes the parent head data. For now, collators won't send this new variant. We'll need to change the collator side of the collator protocol to detect all the cores assigned to a para and send the parent head data in the case when it's more than 1 core. - [x] validate approach - [x] check head data hash |

Fix links to implementers' guide (#1865)
# Description In a couple of cases, there were links pointing to the w3f github pages domain. In other instances, there were links pointing to the old polkadot repo's github pages. Both of these are now pointing to the relevant links in https://paritytech.github.io/polkadot-sdk/book/index.html. These changes were made specifically because the w3f github pages returns a 404, and while fixing the links, the old polkadot repo links were touched up as well even if they do redirect properly. This shouldn't affect anything as these are documentation link changes only. |

Notify collators about seconded collation (#2430)
* Notify collators about seconded collation This pr adds functionality to inform a collator that its collation was seconded by a parachain validator. Before this signed statement was only gossiped over the validation substream. Now, we explicitly send the seconded statement to the collator after it was validated successfully.
