Enable runtime-benchmarks feature for crates ( #1544 )

Enable `runtime-benchmarks` feature for `parachain-common` and
`cumulus-primitives-utility` crates' dependencies.
After adding `runtime-benchmarks = []` under `features` category in
`Cargo.toml` files for the creates, I did run,
> zepter lint propagate-feature --feature runtime-benchmarks --workspace
--fix --feature-enables-dep="runtime-benchmarks:frame-benchmarking"
This changes required for

Retire puppet workers ( #1449 )

Closes #583
After the separation of PVF worker binaries, dedicated puppet workers
are not needed for tests anymore. The production workers can be used
instead, avoiding some code duplication and decreasing complexity.
The changes also make it possible to further refactor the code to
isolate workers completely.

Symlink chain-specs json files to crate where they are used ( #1171 )

When publishing crates, each crate becomes it's own tarball that can't
access files from other crates. So symlink the files to be crate local
and cargo will replace the symlinks with real files at publish time.
We can't just move all of them as it makes the package larger than the
max crates.io package size.
