Changes the runtime hash algorithm used in
`resolve_state_version_from_wasm` from `DefaultHasher` to a
caller-provided one (usually `HashingFor<Block>`), to match the one used
elsewhere.
This fixes an issue where the runtime wasm is compiled 3 times when
starting the `tanssi-node` with `--dev`. With this fix, the runtime wasm
is only compiled 2 times. The other redundant compilation is caused by
the `GenesisConfigBuilderRuntimeCaller` struct, which ignores the
runtime cache.

We don't need dependency on `json_patch` there is implementation of
needed function in `sc_chain_spec` crate.
This PR makes this function publicly available and removes the dep.

I'd like to encapsulate crypto related stuff in a dedicated folder.
Currently all cryptographic primitive wrappers are all sparsed in
`substrate/core` which contains "misc core" stuff.
To simplify the process, as the first step with this PR I propose to
move the cryptographic hashing there.
The `substrate/crypto` folder was already created to contains `ec-utils`
crate.
Notes:
- rename `sp-core-hashing` to `sp-crypto-hashing`
- rename `sp-core-hashing-proc-macro` to `sp-crypto-hashing-proc-macro`
- As the crates name is changed I took the freedom to restart fresh from
version 0.1.0 for both crates

Since `sp-state-machine` and `GenesisConfigBuilderRuntimeCaller` always
set `use_native` to be false.
We should remove this param and make `NativeElseWasmExecutor` behave
like its name.
It could make the above components use the correct execution strategy.
Maybe polkadot do not need about `NativeElseWasmExecutor` anymore. But
it is still needed by other chains and it's useful for debugging.

Genesis building in runtime may involve calling some custom host
functions. This PR allows to pass `HostFunctions` into the `ChainSpec`
struct, which in turn are passed to `WasmExecutor`. The `ChainSpec` now
has extended host functions type parameter:
```
pub struct ChainSpec<G, E = NoExtension, EHF = ()>
```
which will be combined with the default set
(`sp_io::SubstrateHostFunctions`) in an instance of `WasmExecutor` used
to build the genesis config.

* Decouples light-sync state from chain spec
This decouples the light-sync state from chain spec. First, the
light-sync state currently only works with BABE+Grandpa, so not
all *Substrate* based chains can use this feature. The next problem was
also that this pulled the `sc-consensus-babe` and `sc-finality-grandpa`
crate into `sc-chain-spec`.
If a chain now wants to support the light-sync state, it needs to add
the `LightSyncStateExtension` to the chain spec as an extension. This is
documented in the crate level docs of `sc-sync-state-rpc`. If this
extension is not available, `SyncStateRpc` fails at initialization.

We should check that `serde` is present when using
`sc-chains-spec-derive`, because we require this for the generated
struct. This also switches the generated `derive` instruction to import
`Serialize`/`Deserialize` by path to not require the user to import
these derive macros.
