rpc-v2/tx: Rename transaction to transactionWatch (#3040)
This PR backports the changes from
https://github.com/paritytech/json-rpc-interface-spec/pull/107.
The `transaction` class becomes `transactionWatch`, and the other
functionality remains the same.
