Adding on top of the new builder pattern for creating XCM programs, I'm
adding some more APIs:

Refunding surplus happens anyway on xcm_executor::post_process(),
automatically refunding surplus to original_origin at the end of
execution. Since SovereignPaidRemoteExporter doesn't ClearOrigin, it can
simply rely on the automatic mechanism.
Furthermore, RefundSurplus instruction refunds _surplus_. Surplus exists
only as a result of Transact, SetErrorHandler or SetAppendix
instructions, none of which being part of the
SovereignPaidRemoteExporter XCM program. So surplus is always zero here
anyway.
Disallow reserve transfers that use teleportable fees if `(origin,
fees)` matches `XcmTeleportFilter`.
Add regression tests for filtering based on `XcmTeleportFilter` for both
`(limited_)reserve_transfer_assets()` and `(limited_)teleport_assets`
extrinsics.
This PR introduces:
- XCM host functions `xcm_send`, `xcm_execute`
- An Xcm trait into the config. that proxy these functions to to
`pallet_xcm`, or disable their usage by using `()`.
- A mock_network and xcm_test files to test the newly added xcm-related
functions.

## Problem/Motivation
The benchmark for the `ExpectPallet` XCM instruction uses a hard-coded
version `4.0.0` for the `frame_system` pallet. Unfortunately, this
doesn't work for the `polkadot-fellows/runtimes` repository, where we
use dependencies from `crates.io`, e.g.,
[frame-system::23.0.0.0](https://github.com/polkadot-fellows/runtimes/blob/dd7f86f0d50064481ed0b7c0218494a5cfad997e/relay/kusama/Cargo.toml#L83).

## Solution
This PR fixes the benchmarks that require pallet information and enables
the runtime to provide the correct/custom pallet information. The
default implementation provides `frame_system::Pallet` with index `0`,
where the version is not hard-coded but read from the runtime.
## Local testing
Added log for `T::valid_pallet` to the benchmarks like:

## Motivation
`pallet-xcm` is the main user-facing interface for XCM functionality,
including assets manipulation functions like `teleportAssets()` and
`reserve_transfer_assets()` calls.
While `teleportAsset()` works both ways, `reserve_transfer_assets()`
works only for sending reserve-based assets to a remote destination and
beneficiary when the reserve is the _local chain_.
## Solution
This PR enhances `pallet_xcm::(limited_)reserve_withdraw_assets` to
support transfers when reserves are other chains.
This will allow complete, **bi-directional** reserve-based asset
transfers user stories using `pallet-xcm`.
Enables following scenarios:
- transferring assets with local reserve (was previously supported iff
asset used as fee also had local reserve - now it works in all cases),
- transferring assets with reserve on destination,
- transferring assets with reserve on remote/third-party chain (iff
assets and fees have same remote reserve),
- transferring assets with reserve different than the reserve of the
asset to be used as fees - meaning can be used to transfer random asset
with local/dest reserve while using DOT for fees on all involved chains,
even if DOT local/dest reserve doesn't match asset reserve,
- transferring assets with any type of local/dest reserve while using
fees which can be teleported between involved chains.
All of the above is done by pallet inner logic without the user having
to specify which scenario/reserves/teleports/etc. The correct scenario
and corresponding XCM programs are identified, and respectively, built
automatically based on runtime configuration of trusted teleporters and
trusted reserves.
#### Current limitations:
- while `fees` and "non-fee" `assets` CAN have different reserves (or
fees CAN be teleported), the remaining "non-fee" `assets` CANNOT, among
themselves, have different reserve locations (this is also implicitly
enforced by `MAX_ASSETS_FOR_TRANSFER=2`, but this can be safely
increased in the future).
- `fees` and "non-fee" `assets` CANNOT have **different remote**
reserves (this could also be supported in the future, but adds even more
complexity while possibly not being worth it - we'll see what the future
holds).

We are introducing a new set of `XcmController` traits (final name yet
to be determined).
These traits are implemented by `pallet-xcm` and allows other pallets,
such as `pallet_contracts`, to rely on these traits instead of tight
coupling them to `pallet-xcm`.
Using only the existing Xcm traits would mean duplicating the logic from
`pallet-xcm` in these other pallets, which we aim to avoid. Our
objective is to ensure that when these APIs are called from
`pallet-contracts`, they produce the exact same outcomes as if called
directly from `pallet-xcm`.
The other benefits is that we can also expose return values to
`pallet-contracts` instead of just calling `pallet-xcm` dispatchable and
getting a `DispatchResult` back.

PalletInfo fields were private, preventing a user from actually using
the QueryPallet instruction in a meaningful way since they couldn't read
the received data.
Added a proc macro to be able to write XCMs using the builder pattern.
This means we go from having to do this:

## Changes
This MR refactores the XCMP, Parachains System and DMP pallets to use
the [MessageQueue](https://github.com/paritytech/substrate/pull/12485)
for delayed execution of incoming messages. The DMP pallet is entirely
replaced by the MQ and thereby removed. This allows for PoV-bounded
execution and resolves a number of issues that stem from the current
work-around.
All System Parachains adopt this change.
The most important changes are in `primitives/core/src/lib.rs`,
`parachains/common/src/process_xcm_message.rs`,
`pallets/parachain-system/src/lib.rs`, `pallets/xcmp-queue/src/lib.rs`
and the runtime configs.
### DMP Queue Pallet
The pallet got removed and its logic refactored into parachain-system.
Overweight message management can be done directly through the MQ
pallet.
Final undeployment migrations are provided by
`cumulus_pallet_dmp_queue::UndeployDmpQueue` and `DeleteDmpQueue` that
can be configured with an aux config trait like:

The `InboundXcmpStatus` storage item was replaced by
`InboundXcmpSuspended` since it now only tracks inbound queue suspension
and no message indices anymore.
Now only sends the most recent channel `Signals`, as all prio ones are
out-dated anyway.
### Parachain System pallet
For `DMP` messages instead of forwarding them to the `DMP` pallet, it
now pushes them to the configured `DmpQueue`. The message processing
which was triggered in `set_validation_data` is now being done by the MQ
pallet `on_initialize`.
XCMP messages are still handed off to the `XcmpMessageHandler`
(XCMP-Queue pallet) - no change here.
New config items for the parachain system pallet:

- Bumped the default suspension, drop and resume thresholds in
`QueueConfigData::default()`.
- `XcmpQueue::{suspend_xcm_execution, resume_xcm_execution}` errors when
they would be a noop.
- Properly validate the `QueueConfigData` before setting it.
- Marked weight files as auto-generated so they wont auto-expand in the
MR files view.
- Move the `hypothetical` asserts to `frame_support` under the name
`experimental_hypothetically`
Questions:
- [ ] What about the ugly `#[cfg(feature = \"runtime-benchmarks\")]` in
the runtimes? Not sure how to best fix. Just having them like this makes
tests fail that rely on the real message processor when the feature is
enabled.
- [ ] Need a good weight for `MessageQueueServiceWeight`. The scheduler
already takes 80% so I put it to 10% but that is quite low.

Adds a config file that allows to run `zepter` without any arguments in
the workspace to address all issues.
A secondary workflow for the CI is provided as `zepter run check`. Both
the formatting and linting are now in one check for efficiancy.
The latest version also detects some more things that `featalign` was
already showing.
Error message [in the
CI](https://gitlab.parity.io/parity/mirrors/polkadot-sdk/-/jobs/3916205)

## Breaking Changes
This PR introduces a new item to `pallet_balances::Config`:

This value is only used to check it against `type MaxFreeze`. A similar
check has been added for `MaxHolds` against `RuntimeHoldReasons`, which
is already given to `pallet_balances`.
In all contexts, you should pass the real `RuntimeFreezeReasons`
generated by `construct_runtime` to `type RuntimeFreezeReasons`. Passing
`()` would also work, but it would imply that the runtime uses no
freezes at all.

The `xcm` crate was renamed to `staging-xcm` to be able to publish it to
crates.io as someone as squatted `xcm`. The problem with this rename is
that the `TypeInfo` includes the crate name which ultimately lands in
the metadata. The metadata is consumed by downstream users like
`polkadot-js` or people building on top of `polkadot-js`. These people
are using the entire `path` to find the type in the type registry. Thus,
their code would break as the type path would now be [`staging_xcm`,
`VersionedXcm`] instead of [`xcm`, `VersionedXcm`]. This pull request
fixes this by renaming the path segment `staging_xcm` to `xcm`.

Combination of paritytech/polkadot#7005, its addon PR
paritytech/polkadot#7585 and its companion paritytech/cumulus#2433.
This PR introduces a new XcmFeesToAccount struct which implements the
`FeeManager` trait, and assigns this struct as the `FeeManager` in the
XCM config for all runtimes.
The struct simply deposits all fees handled by the XCM executor to a
specified account. In all runtimes, the specified account is configured
as the treasury account.
XCM __delivery__ fees are now being introduced (unless the root origin
is sending a message to a system parachain on behalf of the originating
chain).
# Note for reviewers
Most file changes are tests that had to be modified to account for the
new fees.
Main changes are in:
- cumulus/pallets/xcmp-queue/src/lib.rs <- To make it track the delivery
fees exponential factor
- polkadot/xcm/xcm-builder/src/fee_handling.rs <- Added. Has the
FeeManager implementation
- All runtime xcm_config files <- To add the FeeManager to the XCM
configuration
# Important note
After this change, instructions that create and send a new XCM (Query*,
Report*, ExportMessage, InitiateReserveWithdraw, InitiateTeleport,
DepositReserveAsset, TransferReserveAsset, LockAsset and RequestUnlock)
will require the corresponding origin account in the origin register to
pay for transport delivery fees, and the onward message will fail to be
sent if the origin account does not have the required amount. This
delivery fee is on top of what we already collect as tx fees in
pallet-xcm and XCM BuyExecution fees!
Wallet UIs that want to expose the new delivery fee can do so using the
formula:

delivery_fee_factor * (base_fee + encoded_msg_len * per_byte_fee)
```
where the delivery fee factor can be obtained from the corresponding
pallet based on which transport you are using (UMP, HRMP or bridges),
the base fee is a constant, the encoded message length from the message
itself and the per byte fee is the same as the configured per byte fee
for txs (i.e. `TransactionByteFee`).

## Summary
This PR introduces several enhancements.
The current implementation of `NetworkExportTable` lacks remote location
filtering support beyond `NetworkId` lookup. To provide more control and
granularity, it's essential to allow configuration for bridging to
different consensus `NetworkId` while restricting access e.g. to
particular remote parachains.
Additionally, the `StartsWith` and `Equals` and
`StartsWithExplicitGlobalConsensus` helper functions, which are in
active use, are moved to the `xcm-builder` and `frame_support` modules
for better code organization.
Adds a new `LocationWithAssetFilters` filter to enable location-based
and asset-related filtering. This filter is useful for configuring the
`pallet_xcm` filter for
[XcmTeleportFilter](https://github.com/paritytech/polkadot-sdk/blob/master/polkadot/xcm/pallet-xcm/src/lib.rs#L212)
and
[XcmReserveTransferFilter](https://github.com/paritytech/polkadot-sdk/blob/master/polkadot/xcm/pallet-xcm/src/lib.rs#L216)
to restrict specific assets.
Furthermore, the `BridgeMessage` fields are not accessible outside of
`xcm-builder`, limiting the ability to create custom logic dependent on
it.

I did raise it
[here](https://github.com/polkadot-fellows/runtimes/pull/19) and we
discussed creating a chopsticks test to run an end-to-end test
however, to do that I will need a build agent/custom runner that is
powerful enough to run the build
I will be doing that separately as I still think having chopsticks test
your runtime with each commit will be very powerful and extremely useful
for the ecosystem
For now I have used XCM simulator and replicated what the other reserve
tests do

# Description
## Summary
Previously, the `pallet_xcm::do_reserve_transfer_assets` and
`pallet_xcm::do_teleport_assets` functions relied on weight estimation
for remote chain execution, which was based on guesswork derived from
the local chain. This approach led to complications for runtimes that
did not provide or support specific [XCM
configurations](https://github.com/paritytech/polkadot-sdk/blob/7cbe0c76ef8fd2aabf9f07de0156941ce3ed44b0/polkadot/xcm/xcm-executor/src/config.rs#L43-L47)
for `IsReserve` or `IsTeleporter`. Consequently, such runtimes had to
resort to implementing hard-coded weights for XCM instructions like
`reserve_asset_deposited` or `receive_teleported_asset` to support
extrinsics such as `pallet_xcm::reserve_transfer_assets` and
`pallet_xcm::teleport_assets`, which depended on remote weight
estimation.
The issue of remote weight estimation was addressed and resolved by
[Pull Request
#1645](https://github.com/paritytech/polkadot-sdk/pull/1645), which
removed the need for remote weight estimation.
## Solution
As a continuation of this improvement, the current PR proposes further
cleanup by removing unnecessary hard-coded values and rectifying
benchmark results with `Weight::MAX` that previously used
`T::BlockWeights::get().max_block` as an override for unsupported XCM
instructions like `ReserveAssetDeposited` and `ReceiveTeleportedAsset`.

Two old functions should be deprecated and have their code altered in
line with capabilities of XCMv2 and above.
This means we can use the proper `Unlimited` form of weight limit rather
than guessing weight from the local chain.
This PR filters calls from the Identity pallet from all Relay Chain
runtimes as preparation to move the identity state and logic to a system
parachain within each network.
After this change is deployed to a runtime, no more changes such as
adding new sub-identities will be possible. The frozen state will be
part of the genesis state of the system chain. After the system chain
launches, the pallet and all state will be removed from each Relay
Chain.
Applications and UIs that render display information from this pallet
will need to read from the system chain when it launches.
The goal is to allow Fellowship on Collective chain to have a sovereign
account on Polkadot so that we can add it as an identity registrar. This
will allow Fellows origin to be able to provide judgements for
Fellowship members.
This currently allow any body on any parachain including non system
parachains to have sovereign account. I cannot think of any reason why
that may be an issue but let me know if I should change it to filter
only system parachains.

`PayOverXcm` type accepts two converters to transform the `AssetKind`
and `Beneficiary` parameter types into recognized `xcm` types. In this
PR, we've modified the bounds for these converters, transitioning from
`Convert` to `TryConvert`.
One such use case for this adjustment is when dealing with versioned xcm
types for `AssetKind` and `Beneficiary`. These types might be not
convertible to the latest xcm version, hence the need for fallible
conversion.
This changes required for
https://github.com/paritytech/polkadot-sdk/pull/1333
## Summary
Implementations of `SendXcm`'s `validate` should not consume `dest`
and/or `msg` parameters in case of `NotApplicable` error.
This commit aligns expected behavior for `UnpaidRemoteExporter` and
`SovereignPaidRemoteExporter`.
## Testing
Added `remote_exporters_does_not_consume_dest_or_msg_on_not_applicable`
test which checks two possible cases:
- `dest` is local
- no configured exporter for `dest`
`VersionedMigration` has become somewhat widely used for handling
version bumps in migrations the last few months.
It is currently behind the `experimental` feature flag, requiring every
pallet that writes a new migration with version bumps to set up the
`experimental` flag in their own Cargo.tomls, and also for every runtime
using these pallets to explicitly enable the `experimental` flag for
each pallet.
This is becoming quite verbose, and I can only see the number of pallets
requiring the experimental flag increasing for no other reason than
using what has become a commonly used feature.
Additionally, I'm writing migration docs and would like to avoid
stepping through how to use the `experimental` feature to get
`VersionedMigration` working.
Since the feature has been used in production for some time now without
any reported issues, is becoming commonly used and ready to advertise in
docs, I feel this is a good time to make it non-experimental.
