Introduces `CryptoBytes` type defined as:

The type implements a bunch of methods and traits which are typically
expected from a byte array newtype
(NOTE: some of the methods and trait implementations IMO are a bit
redundant, but I decided to maintain them all to not change too much
stuff in this PR)
It also introduces two (generic) typical consumers of `CryptoBytes`:
`PublicBytes` and `SignatureBytes`.

Overall we have a cleaner and most importantly **consistent** code for
all the types involved
All these details are opaque to the end user which can use `Public` and
`Signature` for the cryptos as before
This is the significant step to make BEEFY client able to handle both
ECDSA and (ECDSA, BLS) type signature. The idea is having BEEFY Client
generic on crypto types makes migration to new types smoother.
This makes the BEEFY Keystore generic over AuthorityId and extends its
tests to cover the case when the AuthorityId is of type (ECDSA,
BLS12-377)

First in a series of PRs that reduces our use of sp-std with a view to
deprecating it.
This is just looking at /substrate and moving some of the references
from `sp-std` to `core`.
These particular changes should be uncontroversial.
Where macros are used `::core` should be used to remove any ambiguity.

I'd like to encapsulate crypto related stuff in a dedicated folder.
Currently all cryptographic primitive wrappers are all sparsed in
`substrate/core` which contains "misc core" stuff.
To simplify the process, as the first step with this PR I propose to
move the cryptographic hashing there.
The `substrate/crypto` folder was already created to contains `ec-utils`
crate.
Notes:
- rename `sp-core-hashing` to `sp-crypto-hashing`
- rename `sp-core-hashing-proc-macro` to `sp-crypto-hashing-proc-macro`
- As the crates name is changed I took the freedom to restart fresh from
version 0.1.0 for both crates

Many clippy lints usually enforced by `-Dcomplexity` and `-Dcorrectness`
are not caught by CI as they are gated by `features`, like
`runtime-benchmarks`, while the clippy CI job runs with only the default
features for all targets.
This PR also adds a CI step to run clippy with `--all-features` to
ensure the code quality is maintained behind feature gates from now on.
To improve local development, clippy lints are downgraded to warnings,
but they still will result in an error at CI due to the `-Dwarnings`
rustflag.

The `lazy_static` package does not work well in `no-std`: it requires
`spin_no_std` feature, which also will propagate into `std` if enabled.
This is not what we want.
This PR removes public/private key hash-maps and replaces them with
simple static byte arrays.
`&T` versions of `AsRef/Deref/From` traits implementation were removed.
Little const helper for converting hex strings into array during compile
time was also added. (somewhat similar to _hex_literal_).

Since `sp-state-machine` and `GenesisConfigBuilderRuntimeCaller` always
set `use_native` to be false.
We should remove this param and make `NativeElseWasmExecutor` behave
like its name.
It could make the above components use the correct execution strategy.
Maybe polkadot do not need about `NativeElseWasmExecutor` anymore. But
it is still needed by other chains and it's useful for debugging.

This PR provides simple address uri parser which allows to get rid of
_regex_ which was used to parse the address uri, what in turns allows to
remove lazy_static.
Three regular expressions
(`SS58_REGEX`,`SECRET_PHRASE_REGEX`,`JUNCTION_REGEX`) were replaced with
the parser which unifies all of them.
The new parser does not support Unicode, it is ASCII only.

BEEFY ECDSA signatures are on keccak has of the messages. As such we can
not simply call
`EcdsaBlsPair::verify(signature.as_inner_ref(), msg,
self.as_inner_ref())`
because that invokes ecdsa default verification which perfoms blake2
hash which we don't want.
This bring up the second issue makes: This makes `sign` and `verify`
function in `pair_crypto` useless, at least for BEEFY use case.
Moreover, there is no obvious clean way to generate the signature given
that pair_crypto does not exposes `sign_prehashed`. You could in theory
query the keystore for the pair (could you?), invoke `to_raw` and
re-generate each sub-pair and sign using each. But that sounds extremely
anticlimactic and will be frow upon by auditors . So I appreciate any
alternative suggestion.

This PR brings in the first version of the "_`frame` umbrella crate_".
This crate is intended to serve two purposes:
1. documentation
2. easier development with frame. Ideally, we want most users to be able
to build a frame-based pallet and runtime using just `frame` (plus
`scale-codec` and `scale-info`).
The crate is not finalized and is not yet intended for external use.
Therefore, the version is set to `0.0.1-dev`, this PR is `silent`, and
the entire crate is hidden behind the `experimental` flag. The main
intention in merging it early on is to be able to iterate on it in the
rest of
[`developer-hub`](https://github.com/paritytech/polkadot-sdk-docs/)
efforts.

- Removal of Arkworks unit tests. These tests were just testing the
arkworks upstream implementation which should be assumed correct. This
is not the place to test well known dependencies.
- Removal of some over-engineering. We just store the calls to Arkworks
in one file. Per-curve sources are not required.

I also took the opportunity to bump the `bandersnatch-vrfs` crate
revision internally providing some new shiny stuff.
BEEFY needs two cryptographic keys at the same time. Validators should
sign BEEFY payload using both ECDSA and BLS key. The network will gossip
a payload which contains a valid ECDSA key. The prover nodes aggregate
the BLS keys if aggregation fails to verifies the validator which
provided a valid ECDSA signature but an invalid BLS signature is subject
to slashing.
As such BEEFY session should be initiated with both key. Currently there
is no straight forward way of doing so, beside having a session with
RuntimeApp corresponding to a crypto scheme contains both keys.
This pull request implement a generic paired_crypto scheme as well as
implementing it for (ECDSA, BLS) pair.

This adds all the necessary mixnet components, and puts them together in
the "kitchen-sink" node/runtime. The components added are:
- A pallet (`frame/mixnet`). This is responsible for determining the
current mixnet session and phase, and the mixnodes to use in each
session. It provides a function that validators can call to register a
mixnode for the next session. The logic of this pallet is very similar
to that of the `im-online` pallet.
- A service (`client/mixnet`). This implements the core mixnet logic,
building on the `mixnet` crate. The service communicates with other
nodes using notifications sent over the "mixnet" protocol.
- An RPC interface. This currently only supports sending transactions
over the mixnet.

This PR introduces new dispatchables to the treasury pallet, allowing
spends of various asset types. The enhanced features of the treasury
pallet, in conjunction with the asset-rate pallet, are set up and
enabled for Westend and Rococo.
### Westend and Rococo runtimes.
Polkadot/Kusams/Rococo Treasury can accept proposals for `spends` of
various asset kinds by specifying the asset's location and ID.
#### Treasury Instance New Dispatchables:
- `spend(AssetKind, AssetBalance, Beneficiary, Option<ValidFrom>)` -
propose and approve a spend;
- `payout(SpendIndex)` - payout an approved spend or retry a failed
payout
- `check_payment(SpendIndex)` - check the status of a payout;
- `void_spend(SpendIndex)` - void previously approved spend;
> existing spend dispatchable renamed to spend_local
in this context, the `AssetKind` parameter contains the asset's location
and it's corresponding `asset_id`, for example:

the `Beneficiary` parameter is a `MultiLocation` in the context of the

the `AssetBalance` represents the amount of the `AssetKind` to be
transferred to the `Beneficiary`. For permission checks, the asset
amount is converted to the native amount and compared against the
maximum spendable amount determined by the commanding spend origin.
the `spend` dispatchable allows for batching spends with different
`ValidFrom` arguments, enabling milestone-based spending. If the
expectations tied to an approved spend are not met, it is possible to
void the spend later using the `void_spend` dispatchable.
Asset Rate Pallet provides the conversion rate from the `AssetKind` to
the native balance.
#### Asset Rate Instance Dispatchables:
- `create(AssetKind, Rate)` - initialize a conversion rate to the native
balance for the given asset
- `update(AssetKind, Rate)` - update the conversion rate to the native
balance for the given asset
- `remove(AssetKind)` - remove an existing conversion rate to the native
balance for the given asset
the pallet's dispatchables can be executed by the Root or Treasurer
origins.
### Treasury Pallet
Treasury Pallet can accept proposals for `spends` of various asset kinds
and pay them out through the implementation of the `Pay` trait.
New Dispatchables:
- `spend(Config::AssetKind, AssetBalance, Config::Beneficiary,
Option<ValidFrom>)` - propose and approve a spend;
- `payout(SpendIndex)` - payout an approved spend or retry a failed
payout;
- `check_payment(SpendIndex)` - check the status of a payout;
- `void_spend(SpendIndex)` - void previously approved spend;

The parameters' types of the `spend` dispatchable exposed via the
pallet's `Config` and allows to propose and accept a spend of a certain
amount.
An approved spend can be claimed via the `payout` within the
`Config::SpendPeriod`. Clients provide an implementation of the `Pay`
trait which can pay an asset of the `AssetKind` to the `Beneficiary` in
`AssetBalance` units.
The implementation of the Pay trait might not have an immediate final
payment status, for example if implemented over `XCM` and the actual
transfer happens on a remote chain.
The `check_status` dispatchable can be executed to update the spend's
payment state and retry the `payout` if the payment has failed.

This rewrites the `generate_storage_alias!` declarative macro as proc-macro attribute. While doing
this the name is changed to `storage_alias`. The prefix can now also be the name of a pallet. This

* sp-api: Make the generated code act based on `std` in `sp-api`
Instead of letting the macro generate code that checks if the `std` feature is enabled, it will now
generate code that checks if the `std` feature is enabled for the `sp-api` crate. The old
implementation basically required that the crate in which the macro was used, had a `std` feature.
Now we don't have this requirement anymore and act accordingly the feature in `sp-api` directly.
