Renames frame crate to polkadot-sdk-frame (#3813)
Step in https://github.com/paritytech/polkadot-sdk/issues/3155
Needed for https://github.com/paritytech/eng-automation/issues/6
This PR renames `frame` crate to `polkadot-sdk-frame` as `frame` is not
available on crates.io
