Defines a runtime api for `pallet-broker` for getting the current price
of a core if there is an ongoing sale.

**Note:** The usage of the words `Merkle`, `Merkelize`, `Merklization`,
`Merkelization`, `Merkleization`, is somewhat inconsistent but I left it
as it is.
