Egor_P 216509dbaa Github workflow to automate release draft creation (#3978)
This PR introduces the github flow which will create a release draft
automatically when the rc tag is pushed. The flow contains the following
steps:

- Gets the info about rust version used to build the node
- Builds the runtimes using `srtool`
- Extracts the info about each runtime 
- Aggregates the changelog from the prdocs
- Creates the release draft containing all the info related to the
release (changelog, runtimes, rust versions)
- Attaches the runtimes to the draft
- Posts the message to the RelEng internal channel to inform that the
build is done.

Kian Paimani 4c810609d6 Repot all templates into a single directory (#3460)
The first step towards
https://github.com/paritytech/polkadot-sdk/issues/3155

Brings all templates under the following structure

```
templates
|   parachain
|   |   polkadot-launch
|   |   runtime              --> parachain-template-runtime
|   |   pallets              --> pallet-parachain-template
|   |   node                 --> parachain-template-node
|   minimal
|   |   runtime              --> minimal-template-runtime
|   |   pallets              --> pallet-minimal-template
|   |   node                 --> minimal-template-node
|   solochain
|   |   runtime              --> solochain-template-runtime
|   |   pallets              --> pallet-template (the naming is not consistent here)
|   |   node                 --> solochain-template-node
```

The only note-worthy changes in this PR are: 

- More `Cargo.toml` fields are forwarded to use the one from the
workspace.
- parachain template now has weights and benchmarks
- adds a shell pallet to the minimal template
- remove a few unused deps 


A list of possible follow-ups: 

- [ ] Unify READMEs, create a parent README for all
- [ ] remove references to `docs.substrate.io` in templates
- [ ] make all templates use `#[derive_impl]`
- [ ] update and unify all licenses
- [ ] Remove polkadot launch, use
https://github.com/paritytech/polkadot-sdk/blob/35349df993ea2e7c4769914ef5d199e787b23d4c/cumulus/zombienet/examples/small_network.toml
instead.

Oliver Tale-Yazdi 4080632ee0 [prdoc] Validate crate names (#3467)
Changes:
- Add CI script to check that the `crate` names that are mentioned in
prdocs are valid.

We can extend it lateron to also validate the correct SemVer bumps as
introduced in https://github.com/paritytech/polkadot-sdk/pull/3441.

Example output:

Sebastian Kunert 64050cf347 prdoc: Print errors on CI (#3459)
By passing `RUST_LOG=info` to the check command, we will be able to see
the exact problem with a given prdoc.

Before:

Alexander Samusev 4c96dca661 [ci] Fix gitspiegel trigger (#3297)
PR removes `pull_request_target` from gitspiegel trigger because it
breaks the logic. With `pull_request_target` the action runs in any case
even for first-time contributors.

Alexander Samusev c3489aaf2f [ci] Don't run prdoc and lables GHA on master (#3257)
PR adds condition to ignore master branch for prdoc and labels GHA.

This option doesn't work because all PRs are for master thus the actions
won't start:
```yml
on:
  pull_request:
    branches-ignore:
      - master
```

This option doesn't work because actions don't see the PR number and
[break](https://github.com/paritytech/polkadot-sdk/actions/runs/7827272667/job/21354764953):

  push:
    branches-ignore:

```

Oliver Tale-Yazdi 36a8318637 Add missing crates to the workspace (#2932)
Changes:
- add missing member to the workspace
- add CI script after the last attempt to merge it upstream failed

Two crates are excluded from the check since they are templates
`substrate/frame/contracts/fixtures/build` and
 `substrate/frame/contracts/fixtures/contracts/common`.

Hopefully this is the last time that some crates need to be added
manually.

Egor_P 8efaabd6c1 Add srtool GHA (#2755)
This PR introduces the `srtool` GHA which was used in the old `cumulus`
repo to build and check runtimes on the weekly basis schedule. The job
is triggered:
- every Monday at 2AM, automatically
- on each tag push or push to the release branch
- can be triggered manually as well

Chevdor 3c5fcbe637 Add check runtimes GH Workflow (#2252)
This PR introduces:
- a new script 
- a new GH Workflow 
- runtime reference spec files for `rococo` and `westend`

It brings a mechanism to check that part(s) of the runtimes' metadata
that should not change over time, actually did not change over time.

Ideally, the GHW should trigger when a release is edited but GH seem to
[have an issue](https://github.com/orgs/community/discussions/47794)
that prevents the trigger from working. This is why the check has been
implemented as `workflow_dispatch` for a start.

The `workflow_dispatch` requires a `release_id` that can be found using:

curl -s -H "Authorization: Bearer ${GITHUB_TOKEN}" \
   https://api.github.com/repos/paritytech/polkadot-sdk/releases | \

```
as documented in the workflow.

Chevdor 20eaad9d48 Github Workflow migrations (#1574)
During the monorepo merge, the Github workflows for subtrate, polkadot

Dónal Murray 0226b55f9f Add collectives-westend and glutton-westend runtimes (#2024)
Add collectives and glutton parachain westend runtimes to prepare for
#1737.

The removal of system parachain native runtimes #1737 is blocked until
chainspecs and runtime APIs can be dealt with cleanly (merge of #1256
and follow up PRs).

In the meantime, these additions are ready to be merged to `master`, so
I have separated them out into this PR.

Also marked `bridge-hub-westend` as unimplemented in line with [this
issue](https://github.com/paritytech/parity-bridges-common/issues/2602).

PR prepares CI to the GitHub Merge Queues. All github actions that were
running in PR adjusted so they can run in the merge queues. Zombienet
jobs will do nothing during PRs but they will run during merge queues.

Javier Bullrich 8d2637905b review-bot: trigger only on review approvals (#2289)
Moved the review event of review-bot to only be triggered in approvals.

Because we only update the required reviews when someone approves, this
will stop the bot from immediately requesting a new review when someone
comments or request changes as they should have been already notified in
the first batch.
