* Refactor sc-network/service metrics.

  1. Aggregate sc-network metrics into a submodule, introducing
  two more sourced metrics to avoid duplicate atomics.

  2. Decouple periodic sc-service network metrics from other
  metrics, so that they can be updated independently.
