Sebastian Kunert 4902db2198 Use Extensions to register offchain worker custom extensions (#1719 )

Closes #1671 

Adds a `type_id` function to the `Extension` trait, allowing to properly store an retrieve
boxed `Extensions`.

Substrate externalities abstraction

The externalities mainly provide access to storage and to registered extensions. Extensions are for example the keystore or the offchain externalities. These externalities are used to access the node from the runtime via the runtime interfaces.

This crate exposes the main [Externalities] trait.
