Oliver Tale-Yazdi 0770417880 [XCM] Treat recursion limit error as transient in the MQ (#4202 )

Changes:
- Add new error variant `ProcessMessageError::StackLimitReached` and
treat XCM error `ExceedsStackLimit` as such.
