* test-runtime: GenesisBuilder runtime API impl + tests This PR provides implementation of `GenesisBuilder` API for `substrate-test-runtime`, can be considered as reference imiplementation for other runtimes. The `GenesisBuilder` implementation is gated by `gensis-config` feature.
