* BlockId removal: refactor: ProofProvider

It changes the arguments of methods of `ProofProvider` trait from:
block: `BlockId<Block>` to: hash: `&Block::Hash`

This PR is part of BlockId::Number refactoring analysis (paritytech/substrate#11292)
