Guillaume Thiolliere c2ad27271b Introduce in-origin filtering (#6318)
* impl filter in origin

* remove IsCallable usage. Breaking: utility::batch(root, calls) no longer bypass BasicCallFilter

* rename BasicCallFilter -> BaseCallFilter

* refactor code

* Apply suggestions from code review
