* Clarify mortality config

* Fix EncodeAsType / DecodeAsType impls for Era to be proper ones

* Fix test now that txs are mortal by default

* clippy

* missing imports

* allow Era decoding from CheckMortality

* tweak a comment

* fmt

* Add more explicit tests for mortality
