Oliver Tale-Yazdi e16f15119f MessageQueue: unknit permanently overweight books (#13528)
* Unknit permanently overweight books

A book with only permanently overweight messages should be unkit
from the ready ring. This does currently not happen since perm.
overweight messages are not counted as "processed" and therefore
not increase the "total_processed" counter.

This is only a problem when the next and only message that is
processed is overweight. Eventually this should resolve itself
when another non-overweight message is enqueued and processed.
But for correctness it should be unknitted.

The reason for the split-licensing is to ensure that for the vast majority of teams using Substrate to create feature-chains, then all changes can be made entirely in Apache2-licensed code, allowing teams full freedom over what and how they release and giving licensing clarity to commercial teams.

In the interests of the community, we require any deeper improvements made to Substrate's core logic (e.g. Substrate's internal consensus, crypto or database code) to be contributed back so everyone can benefit.
