Satoshi Qazi Muhammed 91b9c9c951 Move to wasm-crypto 7.5.21, util-crypto 14.0.26, api 16.5.39 ...

The locked wasm-crypto 7.5.17 implements only sr25519 and hashing:
ed25519, secp256k1, sr25519 derivation and VRF throw "not yet
implemented". The wallet signs with plain sr25519 today, so nothing
breaks now, but a derivation path or another key type would fail at run
time. 7.5.21 carries the full crate set without known advisories.
