pezkuwichain cfe50a252a fix: update_tag workflow - use GITHUB_TOKEN instead of PAT 
- Removed dependency on WRITE_SECRET_PAT
- Use built-in GITHUB_TOKEN with contents:write permission
- Check existing tags via git instead of secrets
