Updated HeroSection to fetch real governance data:
- Active Proposals from pallet_referenda (was hardcoded to 127)
- Replaced all hardcoded stats with dynamic blockchain queries
- Shows "-" for unavailable data (totalVoters, tokensStaked, trustScore)
- Real-time updates using PolkadotContext API
