The overall situation will be improved substantially through preexisting plans, particularly the development and deployment of XCMP to avoid the need to place any datagrams on the Relay-chain which are not themselves meant for interpretation by it. The "Hermit-Relay" concept of spinning out ancilliary functionality handled by the Relay-chain to System chains will also alleviate the situation somewhat. Taken together, HRMP will no longer exist and UMP will be limited to a few System-chains making well-bounded interactions.
An initial deployment of CoreJam could see the Work Output size limits temporarily increased for the Parachains Work Class to ensure existing use-cases do not suffer, but with a published schedule on reducing these to the eventual 4KB limits. This would imply the need for graceful handling by the RcBA should the aggregated Work Outputs be too large.
