  - try-runtime-cli
- Fix subxt issue reference (pezkuwichain → paritytech)

### Zero Impact Excludes (GREEN)
- Add 40+ defunct chain websites to lychee exclude list

- Add rate-limited/403 sites to exclude

### Documentation
