feat: add Dicle testnet teyrchain chain specs

Adds chain spec files for Dicle testnet teyrchains:
- asset-hub-dicle.json
- bridge-hub-dicle.json
- coretime-dicle.json
- people-dicle.json

These files were previously gitignored but are required for
pezkuwi-teyrchain-bin compilation.
