Lifting some more dependencies to the workspace. Just using the
most-often updated ones for now.
It can be reproduced locally.
```sh
# First you can check if there would be semver incompatible bumps (looks good in this case):
$ zepter transpose dependency lift-to-workspace --ignore-errors syn quote thiserror "regex:^serde.*"
# Then apply the changes:
$ zepter transpose dependency lift-to-workspace --version-resolver=highest syn quote thiserror "regex:^serde.*" --fix
# And format the changes:
$ taplo format --config .config/taplo.toml
```

Changes (partial https://github.com/paritytech/polkadot-sdk/issues/994):
- Set log to `0.4.20` everywhere
- Lift `log` to the workspace
Starting with a simpler one after seeing
https://github.com/paritytech/polkadot-sdk/pull/2065 from @jsdw.
This sets the `default-features` to `false` in the root and then
overwrites that in each create to its original value. This is necessary
since otherwise the `default` features are additive and its impossible
to disable them in the crate again once they are enabled in the
workspace.
I am using a tool to do this, so its mostly a test to see that it works
as expected.

We currently use a bit of a hack in `.cargo/config` to make sure that
clippy isn't too annoying by specifying the list of lints.
There is now a stable way to define lints for a workspace. The only down
side is that every crate seems to have to opt into this so there's a
*few* files modified in this PR.
Dependencies:
- [x] PR that upgrades CI to use rust 1.74 is merged.

A prometheus "server" typically refers to the prometheus process running
on a central server which connects to various prometheus "exporters" and
collects metrics. What is implemented here in substrate is a prometheus
exporter.
This patch fixes the associated log message to avoid confusion for new
users.
* *: Bump async-std to v1.6.5
Prevent users from using v1.6.4 which faces issues receiving incoming
TCP connections. See https://github.com/async-rs/async-std/issues/888
for details.
* client/network/src/gossip: Use channel instead of condvar
`async_std::sync::Condvar::wait_timeout` uses
`gloo_timers::callback::Timeout` when compiled for
`wasm32-unknown-unknown`. This timeout implementation does not fulfill
the requirement of being `Send`.
Instead of using a `Condvar` use a `futures::channel::mpsc` to signal
progress from the `QueuedSender` to the background `Future`.
* client/network/Cargo.toml: Remove async-std unstable feature
* client/network/src/gossip: Forward all queued messages
* client/network/gossip: Have QueuedSender methods take &mut self
* client/network/gossip: Move queue_size_limit into QueuedSender
The `queue_size_limit` field is only accessed by `QueuedSender`, thus
there is no need to share it between the background future and the
`QueuedSender`.
* client/network/gossip: Rename background task to future
To be a bit picky the background task is not a task in the sense of an
asynchonous task, but rather a background future in the sense of
`futures::future::Future`.

* Add support for sourced metrics.
A sourced metric is a metric that obtains its values
from an existing source, rather than the values being
independently recorded. It thus allows collecting
metrics from existing counters or gauges without
having to duplicate them in a dedicated prometheus
counter or gauge (and hence another atomic value).
The first use-case is to feed the bandwidth counters
from libp2p directly into prometheus.
* Tabs, not spaces.
* Tweak bandwidth counter registration.
* Add debug assertion for variable labels and values.
* Document monotonicity requirement for sourced counters.
* CI
* Update client/network/src/service.rs
