* srml-contract: Refactor to reduce unnecessary storage lookups.

* srml-contract: Fail calls to removed contracts.

Previously, the calls would transfer funds and succeed without executing
any code on the target account, which is unintuitive behavior.

* Bump node runtime spec/impl versions.
