fix: resolve remaining ESLint error and install missing globals dependency

- Removed unused useCallback import from CitizensIssues.tsx
- Installed globals package required by eslint.config.js
- All ESLint errors and warnings now resolved

Lint now passes with 0 errors and 0 warnings.
