ci(deploy): allow workflow_dispatch to trigger deploy jobs

Browse Source 
Enables manual re-deploy via 'gh workflow run quality-gate.yml' without
needing a code push. Useful for: redeploy after secret rotation, post-
incident recovery, deploy verification.
