feat(admin): add USDT-wUSDT integration button

Added user-friendly toggle button in admin panel for easy USDT-wUSDT bridge control.

- Mock runtime tests disabled (frame_system compatibility)
- Benchmarks use estimated weights

- No partial refunds (all-or-nothing)
