Added Pezkuwi whitepaper PDF to repository and updated navigation:
- Added public/Whitepaper.pdf (738KB)
- Updated Docs links to download whitepaper from GitHub
- Both header and footer navigation now link to GitHub raw PDF
- Users can download whitepaper by clicking Docs
